Property Developer Marketing in Singapore.
For Singapore developers whose marketing lead is briefing inside the URA guidelines the sales gallery already has to answer to — communications built to the constraint rather than around it. Marketing for real estate launches is checked against the CEA advertising guidelines wherever estate agents carry it, so real estate and marketing teams approve one version.
shakalakaa handles property developer marketing Singapore developers commission for launches, written inside the URA planning guidelines, the Housing Developers Rules and CEA's rules on property advertising. The work is for the developer's marketing lead or head of corporate communications, not the home buyer. Our published developer case, Sunway Serene 2, is Malaysian.

Where it applies, the BCA Green Mark and CONQUAS communications framework sits on top. shakalakaa is not a BCA-accredited assessor and we do not certify buildings; we handle the communications that follows one, in URA-compliant campaign copy delivered from a Malaysia team operating in SGD-native reporting.
Property developer marketing Singapore developers can defend is built for the people who sign off launch collateral — the marketing director, the head of corporate communications, the project-marketing manager. Our property developer marketing Singapore work covers launch campaigns, project microsites, corporate and sustainability content, and the in-house video and photography that feeds all three.

Where a launch uses creators, that runs under the same brief and approval path through our creator launch programme in Singapore.
Real estate marketing agency Singapore
We also work as a real estate marketing agency Singapore estate agencies brief for their project-marketing and brand work — for the agency principal or marketing lead of a multi-office firm, not for the individual salesperson.
As a real estate marketing agency Singapore agencies can hold to CEA's rules on property advertising, every creative states the agency's and salesperson's details the way those rules require.
A Singapore developer's marketing team is briefing inside constraints that most agency work does not touch. Launch collateral has to sit inside the Housing Developers Rules; sales-gallery copy has to sit inside URA planning circulars; corporate content that leans on a Green Mark rating or a CONQUAS band has to reflect what the certificate actually says. The work below is written for the marketing director or head of corporate communications at a listed or multi-project developer — not for the home buyer, not for an en-bloc owner, and not for a property investor.
The most common failure mode we see when a developer briefs a generalist agency is not a compliance problem. It is a scope problem: the certificate that took two years and a construction-quality overhaul to earn ends up as one line in a brochure. Green Mark Platinum, CONQUAS Band 1, BCA Universal Design Mark are all facts a developer paid for and can use — the question is whether the communications piece treats them as a substantive story or a footer badge. That is the work.

Developers and property firms marketing Singapore projects to Mandarin-speaking buyers can run project content on Xiaohongshu (RedNote) through our Xiaohongshu marketing Singapore team, under the same CEA advertising rules as every other channel.

What's different about advertising this in Singapore
Compliance
URA — planning guidelines and developer control
Developer marketing sits inside the Urban Redevelopment Authority guidelines for housing developers, which govern advertising and marketing conduct for licensed housing developers, and the Housing Developers (Control and Licensing) Act framework.
Sales-gallery copy, brochures, digital display and social-media promotion for a licensed development all sit under these — advertising claims, promotional pricing, gift and rebate framing, and the timing of what can be said publicly at each stage of a launch.
We reference the framework by name and describe it practically; we do not invent clause numbers, and borderline creative should be confirmed with URA or the developer's counsel.
Housing Developers Rules — the statutory instrument
The Housing Developers Rules (Cap. 130, R1) (opens in a new tab), published by the Attorney-General's Chambers via the Singapore Statutes Online, is the operative rule set.
Every campaign creative and every launch microsite copy pass is reviewed against those rules at draft stage — the acronym "HDR" gets used in-house because that is the document the marketing lead already knows they will be defending against.
BCA — sustainability and construction quality
Two schemes shape a developer's brand story more than any award: the BCA Green Mark scheme (opens in a new tab) — the green mark certification framework — for sustainability performance and the CONQUAS (Construction Quality Assessment System) for build quality.
A Green Mark Platinum or CONQUAS Band 1 result is a substantive fact that most developers already publish on their corporate site — usually badly.
Content that ranks and gets read
Our work is to turn that fact into content that ranks and gets read: a sustainability page that a green investor's ESG desk can cite, a project story that carries the CONQUAS score without trivialising the assessment process behind it.
shakalakaa is not a BCA-accredited assessor or facilitator — we do not perform assessments, and we do not certify buildings. We handle the communications that follows one.
Consumer Protection (Fair Trading) Act and PDPA
Comparative claims, superlative claims and pricing-adjacent phrasing sit under CPFTA in addition to URA rules; PDPA and the DNC Registry apply to every lead-capture flow the moment follow-up happens by call or SMS. Both are compliance layers we build into the initial brief rather than retrofit after a takedown.
URA Master Plan — developer planning input, not investor content
The ura master plan 2026 (published as part of the Singapore master plan 2026 cycle) sets zoning, plot ratio and permitted-use parameters that a launch campaign is timed against — not marketing-facing investor material.
A developer's project-marketing lead reads the ura master plan 2026 alongside the ura master plan map to confirm the site's zoning parameters before campaign creative is briefed.
The URA master plan map
The ura master plan map is the practical reference tool for site-specific plot ratio and permitted use, and the ura master plan 2030 draft (where consulted) is the forward-looking layer a corporate-communications team monitors for pipeline framing.
The Singapore master plan 2026
The Singapore master plan 2026 as a whole is the input to a defensible launch communications programme — not a page on it. Where a developer's corporate site references the ura master plan 2026 or ura master plan 2030 in sustainability or project pipeline content, that reference is a planning-input framing, not investment guidance.
A page written to buyers about "what the ura master plan 2026 means for property investors" is a page written for the wrong reader; this hub does not publish that page.

Singapore benchmarks (SGD)
| Metric | Typical range |
|---|---|
| Campaign scope | Per project, quoted against scope not price band |
| Corporate communications | Retainer, scoped against publication cadence |
Singapore developer campaigns are quoted per brief. We do not publish flat SGD price bands — every project has different launch phasing, planning constraints, and communications-vs-media weighting, and a range would misrepresent both ends. How we run it
URA and Housing Developers Rules
Every campaign creative and launch microsite copy pass is reviewed against URA guidelines and the Housing Developers Rules before any media commits.
BCA Green Mark and CONQUAS
A Green Mark Platinum rating is a fact worth a real page — sustainability performance data, the assessment methodology, what changed on-site to earn it.
Media inside the constraint set
Google Ads, Meta Ads, LinkedIn organic and property-media publications (EdgeProp, Straits Times Property, PropertyGuru business channel) planned with the campaign copy that has already passed URA/HDR review — not two teams doing the work twice.
Corporate site work: sustainability, developer
Written to be citable — by an ESG analyst, a JLL research pull, a URA circular update discussion — not just to look competent.
More detail on How we run it
- URA and Housing Developers Rules review at brief. Every campaign creative and launch microsite copy pass is reviewed against URA guidelines and the Housing Developers Rules before any media commits. This is the same discipline that separates a defensible campaign from one that has to be paused mid-launch.
- BCA Green Mark and CONQUAS as substantive content, not badges. A Green Mark Platinum rating is a fact worth a real page — sustainability performance data, the assessment methodology, what changed on-site to earn it. Same for CONQUAS Band 1 or 2. Written for the corporate-communications reader and the sustainability-analyst reader, not for a home buyer scanning a brochure footer.
- Launch communications timed to the CCC and TOP milestones. Sales-gallery marketing runs months before Temporary Occupation Permit, and every phase of the campaign has to know which claims are permitted at which stage. That timing is a creative constraint, not a legal disclaimer.
- Media inside the constraint set. Google Ads, Meta Ads, LinkedIn organic and property-media publications (EdgeProp, Straits Times Property, PropertyGuru business channel) planned with the campaign copy that has already passed URA/HDR review — not two teams doing the work twice.
- Corporate site work: sustainability, developer profile, project story pages. Written to be citable — by an ESG analyst, a JLL research pull, a URA circular update discussion — not just to look competent.
- SGD-native reporting. Media spend, cost per qualified enquiry, share of voice in property media all reported in Singapore dollars and Singapore benchmarks, not converted from another market.
We have not yet published a Singapore property developer case study, so this page carries no Singapore property proof. The developer case linked under "What we run for developers" is Malaysian and is labelled as such.
What we run for developers
- Launch campaigns on Google and Meta, with qualifier questions so the sales gallery meets buyers who can proceed.
- Showflat appointment funnels with same-day WhatsApp follow-up.
- Project microsites, one per launch, and video walkthroughs.
- Xiaohongshu content for mainland Chinese and Hong Kong buyers.
- Follow-up within PDPA and DNC rules; see DNC-safe lead follow-up in Singapore.
Proof so far is Malaysian: Sunway Serene 2 lead funnel for Sunway Property (Malaysia).
CEA advertising rules for developers and agencies
The Council for Estate Agencies (CEA) regulates licensed estate agents and their salespersons, including the agencies a developer appoints to sell a launch. The developer itself answers to URA, and CEA tells agents to follow URA's housing-developer requirements when they market new projects.
What the current CEA guidelines require of property advertisements:
More detail on CEA advertising rules for developers and agencies
- Identification. Flyers, banners, websites and online ads state the salesperson's name and registration number, the estate agent's name and licence number, and the contact number registered with CEA. Classified ads and SMS need only the registered name and number.
- Social media. An account used for estate agency work shows the licence and registration numbers in its profile.
- Accuracy. No inaccurate, false or misleading claims. Photos show the actual unit and its real view, or carry a qualifier. Yield and capital-gain figures need a credible source, definitions and the period used.
- Claims. Words such as "Specialist", "Expert" or "King of" an area are not allowed, nor are guarantees of cash over valuation.
- Before approval for sale. Ads must say approval is pending, for example "pending approval for sale". Terms such as "New Launch", "Register for VVIP Preview" or "Sales Hotline" are not allowed.
- SMS and email. Spam Control Act rules apply: an unsubscribe option, "<ADV>" in email subjects, and no SMS or cold calls between 10pm and 9am.
- Vetting. Estate agents vet every salesperson's ad before it is published.
We build these into ad templates, landing pages and lead forms before media goes live. Sources: CEA Practice Guidelines on Ethical Advertising (PG 2/2011, version 2.0) and Practice Circular PC 04-13 (opens in a new tab), both listed on CEA's practice guidelines page, checked 2026-10-10.
How to increase property enquiries that convert in Singapore
Property marketers in Singapore usually have a lead-quality problem rather than a volume problem. Qualifier questions on lead forms, the Conversions API so ads learn from genuine buyers, one landing page per project and same-day WhatsApp follow-up, with PDPA consent and Do Not Call checks, turn registrations into viewings. See Meta Ads in Singapore and WhatsApp automation in Singapore.

Marketing a property developer in Singapore?
Frequently Asked Questions
What does a property developer marketing Singapore engagement with shakalakaa actually brief on?
The audience is a developer's marketing lead or head of corporate communications at a listed or multi-project developer. The brief usually covers a specific launch campaign, a corporate site update, or a sustainability / awards communications piece. It is not lead-generation for a home buyer, and it is not en-bloc or investor-facing content.
Do you work with estate agencies as well as developers?
Yes — as a real estate marketing agency Singapore estate agencies use for project launches and brand work, briefed by the agency principal or marketing lead. CEA sets the rules for how estate agents advertise, including the details every advertisement must show; creative is built to those rules from the first draft.
Licence and salesperson checks are covered on our <a href="https://shakalakaa.com/sg/resources/cea-property-agency-check" style="color:#1f8adf;">CEA property agency check</a>.
How do the housing developers rules constrain launch marketing?
The Housing Developers Rules (Cap. 130, R1) govern what a licensed housing developer can advertise, when, and how — including sales-gallery copy, brochure content, digital display and pricing / rebate / gift framing at each stage of a launch.
Every creative pass is reviewed against the rules at brief stage, not after publication. Borderline claims are confirmed with URA or the developer's counsel before release rather than after a takedown notice.
Can shakalakaa write about a BCA Green Mark or CONQUAS rating for our project?
Yes — as a communications engagement, not a certification service. We do not perform assessments and we are not a BCA-accredited assessor or facilitator.
Where a developer has earned a Green Mark rating or a CONQUAS band, the communications work turns that fact into a substantive page that a sustainability analyst or corporate reader can cite, rather than a footer badge on a brochure. The rating itself must be genuine and current — we do not invent scores.
What is a URA circular and why does it matter for developer marketing?
A URA circular is a policy or guideline update issued by the Urban Redevelopment Authority that affects developer conduct — planning parameters, licensing conditions, marketing constraints. When a circular changes what can be said in a sales gallery, active campaigns need to be reviewed against it.
We track relevant URA circulars for accounts on retainer and flag creative that needs to change.
Do you have Singapore case studies for property developer work?
No consented Singapore property-developer case study exists to name here, and we won't claim Singapore developer engagements that do not have consent for publication. We can walk you through comparable work privately during a consultation.
More questions (3)
Do you handle sales-gallery collateral and physical marketing?
Print and physical assets can sit inside a campaign but are usually best-produced by specialist sales-gallery fitout and print shops in Singapore. Our scope is digital, corporate communications, campaign copy and creative, and the URA/HDR review layer across everything. Where a print piece is inside scope, we brief and review it against the same rule set.
What is not in scope?
We are not an accredited BCA assessor or facilitator; we do not perform Green Mark or CONQUAS assessments. We do not run 3D rendering or architectural visualisation as a service line — that is a specialist workflow and clients are usually already commissioning it separately.
We do not do property agent recruitment marketing or investor-facing content. We do not brief for the home buyer as the primary audience.
What does this engagement cost in Singapore dollars?
Every project is scoped and quoted against the specific brief — launch phase, corporate site scope, sustainability / awards work — rather than a flat SGD band that would misrepresent both ends. A retainer for corporate communications is scoped against publication cadence; a launch campaign is scoped against the campaign's duration and media weight.
