shakalakaa tops this 2026 comparison of six Singapore property marketing agencies, judged on launch work, CEA rules, lead reporting and published proof.
shakalakaa wrote this comparison and is on it. Nobody paid to be listed. We re-check every agency on this list each quarter. Next review: January 2027.
How We Picked
- Launch work. Whether the agency markets projects for developers or estate agencies, not only individual listings.
- CEA rules. Whether its process allows for the Council for Estate Agencies’ advertising guidelines.
- Reporting. Genuine enquiries and showflat appointments rather than clicks.
- Published proof. Property work the agency or the trade press has put on record.
shakalakaa is first because of how we build and report property campaigns, not because of a Singapore case. We have no published Singapore property case yet, so we have not claimed one here. We did not score agencies or invent ratings. Agency pages were read on 15 October 2026.
More detail on how we compared property agencies
A criteria-led comparison of Singapore property marketing agencies for 2026, written for the people who brief them: a developer’s marketing lead or head of corporate communications, or the marketing team at an estate agency. It is not a guide for home buyers.
shakalakaa is on the list, so we have an interest. Every other entry is kept to what each agency publishes about itself, or what the trade press reported, with the date.
Property advertising in Singapore has its own rulebook. When estate agents and salespersons market a developer’s project, CEA’s guidelines decide what every advert must show, which words are off limits, and what can be said before the project is approved for sale. An agency that learns this on your launch is learning it on your budget.
- So to find the best property marketing agencies in Singapore that a developer or agency could realistically shortlist, we judged on four things: launch work, the CEA rules, reporting, and proof. Property portals and estate agencies themselves were left out; they are channels and sales partners, not marketing agencies.
What CEA’s Rules Mean for Your Marketing
These points come from CEA’s Practice Guidelines on Ethical Advertising (PG 2/2011, version 2.0) and Practice Circular PC 04-13, both listed on CEA’s practice guidelines page and read on 15 October 2026.
- Every advert identifies the agent
- Estate agents vet ads before they run
- No misleading claims, and yields need a source
- Photos show the actual unit
- No “Specialist”, “Expert” or “King of”
- Before approval for sale, say so
More detail on the rules
- Every advert identifies the agent. Flyers, banners and online adverts must state the salesperson’s name and registration number, the estate agent’s name and licence number, and the salesperson’s contact number as registered with CEA. Classified adverts need only the registered name and number.
- Estate agents vet ads before they run. Estate agents must vet all publicity and advertising material by their salespersons before publication, and the guidelines cover websites, online advertising, SMS and social media as well as print.
- No misleading claims, and yields need a source. Adverts must not be inaccurate, false or misleading. Where returns, yields or capital gains are quoted, the advert must give the basis and a credible source, define its terms and state the period of any past data.
- Photos show the actual unit. Interior photos must be of the actual unit, exterior views must be taken from the unit advertised, and anything used for illustration needs a qualifier next to it.
- No “Specialist”, “Expert” or “King of”. Claims of expertise must be backed by verifiable facts, so phrases like these are not allowed, and nor is any guarantee of cash over valuation.
- Before approval for sale, say so. Adverts for a project not yet approved for sale must not imply that it is, and must carry text such as “pending approval for sale” or “seeking indication of interest”.
- Launch words wait. Until approval, words such as “New Launch”, “Register for VVIP Preview”, “Sales Team” or “Sales Hotline” are out, and agents may not collect cheques or conduct sales.
The guidelines also tell estate agents and salespersons to comply with the requirements under URA’s Housing Developers (Control and Licensing) Act when they market new projects for developers. The developer’s own obligations sit in that regime; confirm them with your counsel and URA rather than with an agency.

Our pick
shakalakaa — CEA-Ready Campaigns, Reported Past the Registration
For developers and estate agencies that want launch and project campaigns written inside CEA’s advertising rules from the first draft, and reported as genuine enquiries and showflat appointments rather than form fills.
We have no published Singapore property case yet, so we have not claimed one here.
More detail on shakalakaa
Our own entry, so we will keep to how we work. We build the CEA particulars, the pending-approval wording and the banned-phrase checks into ad templates, landing pages and lead forms before any media goes live, so the estate agent’s vetting step is a check rather than a rewrite.
Most property marketers here have a lead-quality problem rather than a volume problem. We use qualifier questions on lead forms, the Conversions API so ads learn from genuine buyers, one landing page per project, and same-day WhatsApp follow-up with PDPA consent and Do Not Call checks.
The audience we brief with is the developer’s marketing lead or head of corporate communications, or the marketing team of an estate agency, never the home buyer. Corporate site updates and sustainability communications sit alongside launch work.
- Where we are not the answer: if the job is media relations for a launch, a PR firm such as Asia PR Werkz is the better first call; for a new corporate brand, a brand consultancy such as Creativeans.
Model: performance / retainer. Rules addressed publicly: CEA PG 2/2011 and PC 04-13 built into templates. Pricing: retainer; ad spend billed separately.
The Alternatives, for Narrower Jobs
ProjectSG Group — New-Launch Systems for Realtors
A Singapore technology and marketing group with a property ecosystem for realtors, including a new-launch website builder. Its client logos are estate agencies, so it fits an agency’s marketing team better than a developer’s.
More detail on ProjectSG Group
ProjectSG Group Pte Ltd describes itself as a technology and marketing company whose focus areas include property, alongside corporate and education work. For property it offers a “Property Ecosystem for Smart Realtor” and a New Launch Website Builder, and it lists “360° New Launch Marketing System” as its registered trademark.
Its homepage shows client logos including ERA, Huttons and PropNex, a Google Partner badge and SME500 badges for 2025 and 2026, and leads with a silver at Marketing-Interactive’s Agency of the Year Awards Singapore 2026.
The homepage does not mention CEA’s advertising guidelines, so ask how its templates handle the particulars and pending-approval wording.
- Model: proptech and performance marketing for realtors. Rules named publicly: not stated on its homepage. Pricing signal: contact for quote.
Digital Squad — A Broad Team for Developers and Agencies
A Bras Basah Road agency that says it partners with property developers, real estate agencies and property brands, across SEO, Google Ads, social, conversion work and automation. Its property page names no developer project, so ask for one.
More detail on Digital Squad
Digital Squad’s real estate page says it partners with “property developers, real estate agencies, and property brands across Singapore and APAC”, as well as property portals and investment platforms. Its services run from SEO, Google Ads and social media to conversion rate optimisation, programmatic advertising, marketing automation and data analytics.
It says it has been trusted by 450+ clients over 19 years, and its logo list includes PropNex. The case study it features on that page, Unispace, reports 950+ leads within 90 days of entering new markets; the page does not say that Unispace is a property client.
It does not mention CEA or URA rules. A reasonable option if you want one broad digital team; ask for a Singapore developer or agency campaign you can check.
- Model: full-service digital, real estate vertical. Rules named publicly: not stated. Pricing signal: proposal on request.
BrayLeino Splash — Paid-Social Launch Campaigns
A creative and technology agency with Singapore and Malaysia sites, whose published property case is a Facebook and programmatic launch for Far East Organization’s Ambersea. It has one property case on its site, so ask for more.
More detail on BrayLeino Splash
BrayLeino Splash, part of Splash Digital Labs, calls itself a creative and technology agency. Its services cover user research, web design and development, SEO, SEM, social media, video and CMS support.
For Far East Organization’s Ambersea launch it ran digital strategy, media consulting, research and creative across three phases, four audiences, two platforms and eight formats, producing more than 100 assets. It reports a reach of 4.6 million, almost 50,000 link clicks to the Ambersea website and more than 650 direct leads from Facebook, and a follow-up project later in 2022.
Model: creative and technology agency. Rules named publicly: not stated on the case page. Pricing signal: contact for quote.
Creativeans — Developer and Project Branding
A brand strategy and design consultancy founded in 2012, with offices in Singapore, Milan and Jakarta, that publishes a branding method for property developers. It names no developer clients on that page, so ask for references.
More detail on Creativeans
Creativeans’ guide to property developer branding in Singapore, updated 21 May 2026, separates the developer’s corporate brand from each project brand and sets out five phases: brand audit, positioning, identity, touchpoints such as show flats, websites and sales materials, and rollout.
It notes that brand strategy, corporate and project branding and customer experience design can be eligible for the Enterprise Development Grant. Its examples of strong developer brands are other companies’, not its own clients, and it does not mention CEA or URA rules.
Model: brand consultancy. Rules named publicly: not stated. Pricing signal: contact for quote.
Asia PR Werkz — Media Relations Around a Launch
An Amoy Street PR firm whose own newsroom records launch PR for Lendlease and Qingjian Realty. The most recent property work we found on its newsroom is from 2017, so ask about current property clients.
More detail on Asia PR Werkz
Asia PR Werkz is a strategic communications firm headquartered at 86A Amoy Street, with an office in Jakarta. A 23 March 2017 release on its Mynewsdesk newsroom says Lendlease appointed it for public and media relations on the launch of Park Place Residences at Paya Lebar Quarter, its first residential project in Singapore.
The same release says Qingjian Realty kept it for media and public relations on two 2017 launches, iNz Residence and a mixed-use project in Bukit Batok. Marketing-Interactive reported in November 2015 that Gamuda Berhad appointed it for public and media relations in Singapore.
It is the choice when the launch needs coverage and press handling rather than lead generation.
- Model: PR and strategic communications. Rules named publicly: not stated on the pages we read. Pricing signal: contact for quote.
What Good Reporting Looks Like for a Launch
Whichever agency you pick, insist on reporting that follows a buyer past the registration. Cost per registration flatters cheap, low-intent sign-ups; cost per showflat appointment attended does not.
More detail on launch reporting
A useful weekly report shows, per channel and per unit type: registrations, registrations the sales team judged genuine, showflat appointments booked and attended, and options or bookings that followed. It should also flag any advert that went back for changes at the estate agent’s vetting step.
If an agency cannot connect its numbers to your CRM or WhatsApp line, you will be paying for activity you cannot check.
So Which One?
shakalakaa, if you are a developer or an estate agency that wants campaigns built inside CEA’s rules from the first draft, and reported as genuine enquiries and showflat appointments.
Alternatives only for narrower needs: new-launch systems for realtors, ProjectSG Group; one broad digital team, Digital Squad; a paid-social launch, BrayLeino Splash; corporate or project branding, Creativeans; media relations around a launch, Asia PR Werkz.
Before you sign with anyone, ask three questions: how the agency builds CEA’s particulars and pending-approval wording into every advert before the estate agent vets it; how it reports genuine enquiries and showflat appointments; and which Singapore property clients you can speak to.
Ask us the third question too. We will tell you the same thing this page does.
For how we run developer and agency campaigns, see our property marketing in Singapore page.
